Suppose someone not in the Order or the ISS wants to put together a serious conspiracy, and suspects someone in the Order or the ISS will be a willing conspirator. For the sake of not ending up cruciated and/or dead, they're going to want some kind of anti-tattling insurance; but that means that the organization(s) with a means of talking secretly not only can't secretly discuss the conspiracy, they can't even know about it (even if they'd be willing to help!)
I mean, it wouldn't have made Selwyn's attempt go any better, and potentially would have made things much worse, but it's a problem for the future, isn't it?
