I'm pretty sure it's intended to be an integral part of the plan - I just don't see why them (unless, yeah, parentage, but other candidates have Councilwizard parents, don't they?)

It occurs to me that "take out completely" (or, well, "completely") could be interpreted to mean "agrees to drop out of the challenge" or "agrees to drop out of school", too. How one might get Padma to do either of those things is a problem - and not a minor one - but that's a possibility.
