Good question!

We struggled and struggled with Peter and how to use him, and finally came up with a story that worked.

The thing about Peter was that he presents himself as if he had no choices, but here's a prime example of a Gryffindor who is really something of a coward. Yes, he was being coerced and threatened by Death Eaters, but in the face of that, he chose to betray rather than tell his friends he was in trouble.

However, surely there's almost no sentence worse than having to live as a rat for fifteen years! I think eventually he asks please to just be allowed to live out the rest of his life in his animal form, because it's become more comfortable for him than living with his memories. His petition is granted, and he is kept in a cage in the classroom at Alice's school.
