Thanks: that's a bit of canon (or JKR-revelation) that I'd missed altogether, but it stands to reason as an explanation of how Hogwarts knows which children should receive invitations.


I have a hard time, though, accepting that the Ministry has no magical census on the Wizarding population. Of course, JKR's magical world has always had some simply bizarre holes.
