Barty Crouch Jr. has just mentioned a mysterious "Prisoner Z-13":

So, it looks like they will be having a Prisoner of Azkaban (rather than having the Sirius-on-the-loose plot). Both Snape and Peter are still possibilities, of course; anyone else?
