A little help understanding a post? (spef. Draco)

Hi alt-fen - I've finally got around to creating a lj account after some issues with it, so I can post here now! I had a question about Draco's post of two weeks ago, which I am having some difficulty understanding. Nothing's come up here about, so I assume it's fairly straight-forward, but for some reason I think I'm missing the context or implied meaning. Could anyone help? Thanks in advance.
