Lucius talks about his fears. Maybe it's just reluctance to actually write that indication of weakness in black and white where a monitor might see it. They did have control of PMs for a while so maybe they know more than we do about what the monitors do or don't bother with. Antonin speaks many languages, Lucius knows more than one so why pick Russian ? Maybe he knows that the Ministry lacks a Russian translator. And goggle translate or a translation spell wouldn't tell us if he has buried a coded message in there, I hope there isn't too much of it as it does make things harder to follow.

Maybe they just have an understanding that conversations in Antonin's native tongue are honest and free of prevarications, or jvitally important for times when things can't be said in person. After all they insisted on Draco learning French, and while it may be expected of his social class, there might be another motivation, to give them access to a simple way to add emphasis to a conversation.
