Hydra hits it right out of the park: "What Teddy's doing - she should be the one who decides who to tell, and what to do about it. Watching the whole Order argue about what to do earlier this week, without even asking what she wanted...like they all knew better - it wasn't right."
(This is part of what's made me so sad about Draco having feelings for Hermione: he knows she isn't an animal, he knows she isn't property, and he literally couldn't, even if he would have which he wouldn't, use his authority to force her into anything. But I don't know if they could have a relationship as equals, at least not yet, and unlike Jeremy and Maureen, he sees her every day and has for years.)
Hydra's right, and I'm kind of ashamed that I didn't catch that particular subtlety.
As for their relationship, you're right that it couldn't happen at present, because he's having to concentrate on being a good little councilwizard in public, and he's right to worry that it'll mean he DOES think that. Not that it does, but that it affects how he sees her, without his even meaning it to. He's doing the protective thing because I think he thinks it's the only thing he CAN do for her.
Hydra's right again when she says that Hermione is clever, and a witch, and I'm glad to hear she is afraid after all. I just keep having visions of Hermione being tortured by Bellatrix in Deathly Hallows, and that was awful enough, but this guy likes to dissect things, which is much less easy to heal from than having words carved into her arm! And if she's not scared of him, it's that much easier to lure her into dangerous situations.
Still hoping for a good outcome re: Draco's feelings. Because I think if he didn't have them, he'd be less....human. And that could get really scary.

As Hermione and Terry could probably attest.
