This explains a lot about the background world: how what by canon is a comparatively small number of wizards could control all of Britain. (I'm sure the chaos caused by most of the population being put to sleep helped the Death Eaters to consolidate their control.) It's one more chilling aspect of the background.

Looking at things another way, I wouldn't be at all surprised to find some familiar faces among those being woken up.
