Definitely deliberate. He knew Harry needed something from Umbridge. I think he even suspected something was up with the diadem.

the only complaint I have about Tosha's secretive sneaky Slytherin ways is that, thanks to his knowledge that the journals are monitored, there is no way for us to know what he's thinking.
