Yeah, I've just realized that pretty much everybody I thought was new is actually listen in the Other Students (House Not Determined) (http://www.hp-lexicon.org/hogwarts/hogwarts_students.html) section at HP Lexicon, so I guess they're not immigrants or previous war casualties after all.
Also there goes my Stephen Cornfoot > Stephen Capper theory. Alas!
