I'm actually not sure he'd have been willing to intervene, anyway, since if nothing else they'd have had to explain how they even knew there was something in need of intervention, right?
I think Dolohov would have gone without too many questions, especially if it came from Sally-Anne. Both she and Justin are Useful People, or at least have the potential to be so; he knows they are smart, as they managed to at least help disappear two children from the MoM. I think he would be deeply curious, but it wouldn't be unreasonable for him to believe that they had a method of communication, or at least an alert system, outside the journals and owls.
You mean, aside from the part where they need to convince BELLATRIX? Who'd probably have no qualms with killing Justin out of hand for existing and thereby ruining her perfect scheme to marry Hydra to Harry, and that's without the possibility that the process might lead her to actively want to read his mind and discover that he's muggleborn?
But I'm just confused as to why Rod let him off so easily (I know what Justin said but from how creepy Rod is, I'm not buying it). I think he's got something else planned and it doesn't necessarily involve Bella.
