Albus is cryptic, infuriatingly secretive, and does not communicate clearly or directly even when it might be warranted, just like in canon; I'm pretty sure we're not supposed to know wtf is going on in there.
I was thinking a mercy killing when Remus said that she'd AKed him when he was so incapacitated him. Mercy from his wounds, and now that you mention it, from Barty and Lucius.
You too? That message struck me as a very ... you know, that would be a clever way of passing coded messages in the journals, someone with a lot of various exes, not all of whom are necessarily ex-lovers....
(Also, Lucius twitting her about referring to the Dogstar guy as a 'family friend' made me hmmm and suspect he was another ex...)
Meanwhile, I'm trying to piece together what I (think I) know about it, which gets me:
1) MLE was doing something at Saltash. 2) Dogstar was doing something at Saltash. 3) Dunno if these are related facts. 4) Likely Prentiss turned down the promotion because of #2. 5) There are caves under Saltash? Interesting. Dunno if they are related to #1, or if they are related to "MLE is trying to solve Frank's bubble". 6) Rachel wanted to get to Saltash. 7) Rachel knew Prentiss. 8) Evidence suggests that Rachel is something of a softie, given that she shows emotional distress at all the stuff that freaks out Bill and that's why they were booty-calling each other. (My pet theory is that she's in Malfeasance because it involves less blood and torture.) 9) So "putting down a camp uprising" is not likely Rachel's idea of a good time, she wanted to be involved for some other reason. Like one or more of #1 or #2. 10) At the same time, I don't see someone as empathetic as she appears to be getting far in Dogstar. Then again, it's a bit of a problem for being an Auror and she pulled that off okay. 11) It is not useful to kill already disabled targets when actively searching for information and when under specific orders to not take out any wizards permanently; killing Stephen risks Barty noticing that she disobeyed. 12) Um.
