Ah, but are we sure Pterry's a Muggle and that those are Muggle books? (I dunno, maybe they are, but maybe not. They'd be different in this universe anyhow, I guess.) Anyhow, it was first mentioned in Wyrd Sisters, which has a publication date of 1988.

What if in their world Pratchett is a wizard? Writing a fiction about a muggle dominated society.
He pokes gentle fun at Hogwarts via the Unseen University.
And muggle beliefs in the non wizard books. Some wizards might even believe that's the way the muggle world works.
Hell, if it's set in the headmaster Dumbledore era, the Powers that be are hardly going to mind those Professor wizards looking stupid.

Maybe PTerry is a leading author in the Protectorate? ;)

Alternately, the song itself (according to http://www.co.uk.lspace.org/fandom/songs/hedgehogsong.html) wasn't written by Pterry himself; perhaps some very similar author inspired it to be written, perhaps even decades ago?
