 OK, now I'm worried about Neville and Evelyn. 

I'm assuming that the old lady in the hat with the handbag is their grandmother. Tosha and Barty don't recognised her but somebody else could. 
Although it could be Arabella Figg but I've checked how she's described in the canon and there's nothing about hats or handbags regarding her. (In OotP she's wearing a hairnet and has a string shopping bag full of cat food. Although I don't think she'd take cat food with her when having a photo taken with the Order. Actually can Squibs be photographed in wizard photos? ) 

And the three unidentified people who look familiar. Who are they? 

OK, I'm going to look at the lists. 

Right, know Order members:

Sirius Black - identified in the photos by Tosha and Barty
,Alice Longbottom - Is likely to be in at least 1 of the photos (the canon photo). Don't think Tosha or Barty have identified her in the photos which is strange given Neville's post where Tosha asked him about how much Evelyn looks like Alice.
Frank Longbottom - Same as Alice, should be in the canon photo but doesn't appear to have been identified. 
Kingsley Shacklebolt - Don't think he was in the Order during the first wizarding war. No idea if he would be in any photos. 
Albus Dumbledore - obviously identified. 
Molly Weasley - don't think she would be in any of the photos. I need to see if I can find any references to how her and Arthur joined the Order in Alternity. 
Dora Tonks - newer recruit. Won't be in photos. 
Charlie Weasley - child when photos were taken. Won't be in them. 
Dorcas Meadows - in canon photo. Could possibly be 1 of the three unidentified people. 
Caradoc Dearborn - Same as Dorcas. 
Cecilia Perks - newer recruit. Won't be in photos. 
Remus Lupin - has been identified in photos. 
Walden Macnair - newer recruit. Won't be in photos. 

Poppy Pomfrey - not a clue but unlikely to be in photos as Tosha surely would have recognised her. Unless she looked a lot different when she was 15 years younger and is one of the familiar people Tosha mentioned.  
Pomona Sprout - same as Poppy. 
Minerva McGonagall - Same as Poppy although I highly doubt she's in the photo. 
Bill Weasley - Same as Charlie
Severus Snape - newer recruit. Won't be in photos. 
Arabella Figg - See what I wrote above. Was in the Order in the 80s. At the end of GoF, Dumbledore sends Sirius off to gather the old crowd and he mentions her. 
Moody - Was in the canon photo. Don't think Tosha or Barty have IDed him. 

(I'm not including any of the ISS who are also Order members as they're too young to be in the photos. ) 


Think I've missed some people but don't have time to go check right now. 

But I'm worried!

Dolohov's only pointing out where Barty hasn't identified people. Presumably Barty already recognized Alice and Frank, if they're in any of the four pictures.
