It could be an attempt to set their minds at rest, but there are other possibilities.

To me, it could be taken as the opening communication in a hostage negotiation. At least he may wangle some concessions from Lucius.
But it has the potential to be spun as a Draco is really innocent story to take to the Aurors.
Severus and Sirius act to free their accomplice Hermione. Draco after all left under his own steam. His message to Teddy can be read as an innocent party seeking revenge on the one who set him up. Severus could have found him just after he killed Teddy and taken him hostage. Thus negating the argument that he ran and is therefore guilty.

Just a thought.

I was also thinking this.

Not that I want Draco to go back. He would be in the care of Snape and Mrs. Weasley, whom I much prefer to Lucius and Narcissa (though Draco may not).

But since/if Hermione didn't write the letter, he may not want to stay where she is.

He could still be useful to the Order as an Auror. And he's more than proven his loyalty to them (finally).

I don't know which of these scenarios I most want to see happen.
