Been meaning to do this for a while, finally managed it - dug through posts digging up references to Jason prior to his appearance as a face character, and the last few months. (And kudos to the player, to get me this obsessively interested in a character who only appeared as a face in May.)
So, the history of Jason Montague:
His first appearance is as someone Lana would like to scold for slacking off in the dueling ring. Despite this lack, Barty indicates he should practice interrogation techniques, and he's left to do cleanup at least once.
He wanted an internship with Travers but wound up with Braithewaite.
Now, interestingly for those people who were theorising he's Dogstar, he was working Protection for the Quidditch World Cup. He also really wanted to get into Buckingham duties, an ambition which persisted even after his fortunes turned and he was stuck working for Rachel (who deemed him clever and efficient, if with a bit of an attitude problem).
He and Lana appear to have a complicated and not precisely friendly relationship; Barty (who considered him the best in his training class despite the laziness that Lana complained about) has been known to motivate her by sending Jason to relieve her on tasks he felt she was underperforming on. There is such pouting.
He was with Raz in Ireland. And was careless in a way that put others at risk, which is perhaps inconsistent with his other behaviour, in a way that (again for the conspiracy theorists) I can see being potentially deliberate.
He was in the junior class of DEs, was involved in investigating Higgs after V's temporary death, turned up to give the CCF training games some oomph over the summer, and was tapped for some investigations, including Maidstone.
He and Lana did a lot of duking it out for the top of the dueling ranks. Lana finds his dueling techniques and gaming the standings to be perhaps excessively Slytherin.
He was one of the sponsors in So You Think You Can Death Eater. Justin theorises that he was selecting for people who get along with his brother in his choices, but also notes that he was one of two people to pick a Huff. They speculate about his alliances as well. He set Linus a task that gave Linus serious qualms. He took over the other Huff sponsorship after his patron's death, interesting. His little brother is proud of him and wants to be his rival but, I think, is really not up to snuff in the 'you're not smart enough to dance this dance' way.
He was the witness Rachel called in to be present for Draco's faked death but did not want to investigate the commotion.
He was one of the candidates put forward to teach Defense. Fascinating. And he really enjoys taunting Lana, as previously mentioned.
Ron describes him as always annoyed, at least when sparring.
After Sirius's cover was blown and Tonks and Remus went into hiding, the kids were hoping he'd be the legilmens sent to investigate because he was presumed to be not very good at it. He appeared annoyed that he couldn't read Ron, and now, that's interesting isn't it, that he'd know Ron was unreadable before Seamus had the animagus revelation. Ambition without sufficient success to back up his ego, Ron says.
Rachel likes him well enough to suggest he make himself scarce when Bella is in a Mood.
And that's what we have before he became a face character - an ambitious but apparently lazy person, who is nonetheless skilled and efficient, a very good duelist (which we now know is partially based on his legilmency, which appears to be reliably better than he portrays it, though more on that later). Known for his womanising (I dropped those links), not happy to be stuck in MEU, wanting more interrogation and action.
Now, his introduction comes when Rachel tries to recruit him. The negotiation for that is here. I will note that he asks Bella for permission to engage but does not mention that Rachel went further than offering him the same sort of amnesty she offered others. He mocks her to Lana, which is interesting given their antagonistic relationship, but perhaps Lana, lacking a Rachel in her life, will adopt Jason as someone she can be Mean Girls with, at least about Rachel.
And we get the start of the relationship between Seamus and Jason. Seamus is very alone in the world, and kind of hopeless, and reaches out to Jason. Ptolemy is a dismissive asshole about it, but we knew that about Ptolemy.
Jason begins passing on bits of intel, while clearly pumping Ptolemy and Seamus for information.
Not long passes before Jason is commenting, to Seamus, things like, "Affection can be undoing for almost anyone". He is falling hard, it would seem, and rather fast; I read him as being very interested in Seamus very quickly, clearly fascinated by him (perhaps because of snippets he reads off him, which I can understand, because I've been trying to figure out what's going on in that kid's head for ages). He responds by setting Seamus up with potential other partners, among other things, clearly in pursuit of keeping things reasonably platonic (because emotional entanglement is a weakness/vulnerability and a hard-playing snake might be wary to do that).
He invites Blaise to a sex party, and brings Seamus along when he attends. Ptolemy twits him about it and dangles potential other partners in front of him, and he's - clearly unexpectedly - not too interested. He's in the middle of the party while he notices Rachel is planning a raid but stops communicating with her because he notices that Seamus had attracted the attention of someone he knows to be a rapist, whose reputation is perhaps not as broad as it ought to be (perhaps he knows because of legilmency).
In the morning after Rachel is smug about her raid and teases him for being hung over and unshagged, and Seamus and Jason discuss their awkward morning-afterness involving Seamus's attempt to kiss him. The day after, however, their conversation ranges from getting Seamus into Auror training, Seamus revealing that he figured out Jason is a legilmens, Jason getting libidinously flustered, Seamus telling the story about how he was made to kill his mother, Jason getting very possessive, finally giving up on not falling for Seamus, they wind up flirting, and end up in bed.
They discuss animagi and occluding, wind up flirting, and end up in bed. (And he tells Rachel about the animagus info getting to Bella and discusses animagi further in a post where, later, he passes her intel and she reassures him that his cover is as secure as can be.) Ptolemy characterises the relationship as "more infatuation than deep attachment", which suggests that Jason is continuing to play it cool and casual even though that does not appear to be the actual thing. Seamus meanwhile thinks he saw Sirius, which gets Jason advising him, being visibly protective of him, and them winding up flirting and ending up in bed. After Crispin is killed, they discuss it, including Seamus's Gryffindor fatalism ("I hope to die well") and Jason's sideways protestation of devotion (because what if he doesn't want to die, or be separated by death?), Seamus tells about the time Rosier tried to escape with him, which gives Jason an opportunity to extract a promise from Seamus that he will take an escape with Jason if Jason can arrange one. Then they wind up flirting and end up kinkily in bed.
Rachel asks Jason for various bits of intel. Jason gets her intel about Rigel and negotiates for Seamus's safety.
Seamus asks about Ginny and they discuss how to improve Jason's legilmency, which he claims is effective.
Lana meanwhile is entirely unaware that this relationship is serious and tries to hook Jason up with Yaxley again.
And as noted, the Irish liberation rite appears to have knocked Seamus out with a lingering headache, leaving Seamus confused.
So: Jason in game appears to be a low-to-mid level legilmens, who is improving with practice, or that is at least what he wants Seamus to believe. He has spent a lot of time hanging out with Ptolemy and Karo Baddock's spouse-swapping parties, has a long string of lovers, and I seem to recall he admits to Rachel that he uses legilmency during sex to collect information. (Which is evidence that he may have been spying for someone; on the other hand, collecting information about peers is a good way to do straight-up Slytherin ambition so it's far from informative. Some people just like to Know All The THings, It Might Be Handy.) He also appears to be seriously emotionally attached to Seamus, to the point of willing to risk things on his behalf, with a bit of whirlwind romance that he very much tried to avoid and couldn't prevent once it started.
His game strikes me as clearly deeper than most people suspect. I wonder what Rachel spotted about him that made her think that he would be amenable to the double agent thing, because I'm fairly sure she wouldn't approach just any legilmens/occlumens, even one she'd been to bed with.
