I wonder. Are they only doing this to present a facade of fairness? I can't really believe they care so much about that - everyone already thinks Harry gets special treatment, they could easily just chalk this up to special treatment. Is it also revenge for letting Draco get hurt? Or some sort of revenge for getting in the way of their big plan?
Although maybe I just wish they were incompetent, and they really are quite good at making their government look correct.

I think they just want to make clear that no matter what, it's never okay for a Mudblood to use magic, so that no other one gets ideas about learning it.
