So has alt_wagstaff ever interacted with any of the other characters? I see the journal has been around since last year, but there are no comments on any of his entries.
One possible in-story explanation is that he lost his journal for a while, and during that time something happened to bring him to the attention of whoever or whatever it is that selects the list of journals that we get to read; there's a gap of a few months between this "new" entry and the backdated entries.
