Not sure about Pansy, maybe Millicent? She is not bright enough to realise that taking Harry's broom is a Bad Idea. But why does Harry say girls can't get into their dorm? Its the other way around isn't it, boys can't go into girl's dorms but girls can go into the boy's dorms.
So now it looks like it's been nicked by someone accomplished enough to manage a summoning charm (http://community.livejournal.com/hpalternity/8591.html?mode=reply). Probably not a first year. Wouldn't have to be a Slytherin.
