I kind of thought that, but I remember their conversation went into how only the best bred wizards used brushes instead of brushing charms, so I figure it's just a way to further weed out the undesirables, or know who you have to gently groom to higher calibre.

I did wonder about that, and it's kind of a terrifying thought depending on what the brushes are cursed to do exactly. The possibilities aren't quite as obvious as with the straight razor.
